Multnomah County created internal strategic planning team then paid $250K to outsource the work

Officials defended the decision, saying that the team didn’t have enough time to ramp up and is likely taking reductions in the 2026 fiscal year.

Multnomah County will pay up to $250,000 for an outside contractor to draft the government’s new strategic plan after budgeting out over $1.1 million last year to form a five-member internal team to complete the same work.
