Marie Gertrude Jean Valmont, 66, and her daughter Yolandita Marie Andre, 30, were co-owners and operators of Velida's Care Home, pictured here, on Southwest Omara Street in Tigard. The home's website said they opened the foster care home in spring of 2022. The state suspended their license upon their arrests, according to a federal prosecutor. 2022.

A mother and her daughter are accused of luring two adults and a teenager to Tigard from Haiti and forcing them to work long days for $2 an hour at their adult foster care home.
