A group of tenants filed a $1.8 million lawsuit against the owners and managers of their Northeast Portland apartment complex last week, claiming they’ve been living the past few years with a heating system that sometimes works and sometimes doesn’t. That, they say, has left them bundled up with indoor temperatures at times dipping into the 40s or below.
