The final red tow notice that was placed on Andrew Grimm's Honda Accord on Dec. 21, 2017, two days after a parking enforcement officer put a red slip

Andrew Grimm parked in downtown Portland, used the Parking Kitty app to pay for an hour and 19 minutes and then let his car sit for seven days as the tickets piled up.
