Description

The man found shot to death on Portland’s Eastbank Esplanade on Wednesday evening has been publicly identified.

Colton A. Mincey, 35, was discovered dead after people on the Esplanade’s path heard gunshots and flagged down a police officer, the Portland Police Bureau said.
