The senate chamber in the the Oregon state capitol sits empty in this picture from 2019. The Oregon Senate is on a break until Sept. 17, as it waits for one lawmaker to return so it can consider a tax vote.

Rep. Lesly Muñoz, a Democrat from Woodburn, stood in front of an empty Oregon House of Representatives chamber Monday morning. In less than four minutes, she opened a session of the House, excused all 59 of her colleagues from attending, then closed the session.
