Tropical Storm Edouard formed in the northern Gulf on Monday evening and will move inland on Tuesday in either Texas or Louisiana.

Tropical Storm Edouard is expected to gain strength Tuesday with a change of bringing potentially heavy rains and flooding into parts of Texas and Louisiana.
