ROSEBURG, Ore. - In late June 2025, Detectives with the Douglas County Sheriff's Office began a criminal investigation involving child exploitative material. During the investigation, detectives identified the 5-year-old victim depicted in photographs and videos as a child known to the suspect, 40-year-old Daniel Roy Phelps of Roseburg.  
  
Detectives served several search warrants over the course of a two-week period to identify the suspect and the victim in the case. During that time, detectives coordinated with the Oregon Department of Human Services to remove the child from any risk of further harm.  
  
While executing search warrants, detectives uncovered evidence of a second child, approximately 1 year of age, that Phelps victimized. They also uncovered evidence indicating Phelps' long-term girlfriend, 39-year-old Terah Danyle Crawford also of Roseburg, had actively participated in the production of sexually explicit videos involving the victims.  
  
In addition to the images and videos of Phelps' victimizing the two young victims, detectives located a video of Phelps sodomizing a canine.  
  
On July 16, 2025, detectives arrested Phelps on two counts of first-degree Sodomy, first-degree Sexual Abuse, Using Child in Display of Sexually Explicit Conduct, second-degree Encouraging Child Sexual Abuse, second-degree Possession of Materials Depicting Sexually Explicit Conduct, Encouraging Sexual Abuse of an Animal, Sexual Abuse of an Animal, and Endangering the Welfare of a Minor.  
  
Crawford was also arrested on charges of Using Child in Display of Sexually Explicit Conduct, second-degree Encouraging Child Sexual Abuse, and second-degree Possession of Materials Depicting Sexually Explicit Conduct.  
  
Both were lodged at the Douglas County Jail following their arrest.   
  
Detectives believe there could be additional victims and are releasing the booking photos of Phelps and Crawford in accordance with ORS 133.870 to aid in the investigation and identify any additional criminal activity.
