At a pretrial release hearing Wednesday, a Clackamas County judge reduced bail by 80% for the former West Linn, Oregon, doctor accused of widespread sexual abuse of his patients.
Five days earlier, a different circuit court judge, Ann Lininger, had set bail for David Farley at $500,000, after the former family physician pleaded not guilty to 11 felony counts related to the alleged abuse of patients.

On Wednesday, Judge Katherine Weber reduced Farley’s bail to $100,000 at the request of his defense attorney, Stephen Houze. This means Farley will need to post 10% of that amount — $10,000 — to get out of Clackamas County Jail, where he has been in custody since turning himself ahead of last week’s arraignment.
Houze argued that the original bail of $500,000 “far exceeded” what Farley could afford and was five times higher than what Oregon Department of Justice prosecutors previously agreed to.
Houze said the prosecutors had agreed to a set of stipulated conditions for Farley’s release, which Lininger did not review before setting the original bail amount.
Senior Assistant Attorney General Katherine Green had previously stated this agreement was not a formal promise, but that the prosecution would agree to the terms, if the court deemed Farley releasable.
The conditions also state Farley will not be allowed to contact the three victims he’s criminally charged with abusing or have unsupervised contact with minors.

Farley has been accused of sexual abuse by 180 women and girls, according to a separate civil complaint. These former patients are suing him and the medical institutions where he worked in a lawsuit seeking nearly $1 billion in damages.
In criminal court, Houze argued there was little risk of Farley abusing others while out on bail because allegations against him occurred in a medical setting, and Farley is no longer practicing medicine. He surrendered his medical license to the Oregon Medical Board in 2020.
Houze also argued that Farley intends to return to Utah, where he has lived for the past few years.
The accusers in this case, Houze said, “do not live in the State of Utah.”
In court documents associated with the civil complaint, Farley is accused of following one of his former patients in Utah.
A deposition transcript shows an attorney for the plaintiffs asked Farley about the incident, which the attorney said took place at the Salt Lake City airport.
“(Name redacted) was forced to seek the assistance of over four to five persons from Delta Air Lines to guard against you following her through the airport?” attorney Courtney Thom asked Farley, according to the transcript.

Farley did not answer that question, or nearly any other during the deposition, instead stating his right against self-incrimination.
Thom told OPB Wednesday that “Farley followed one of his survivors, who lives in Utah, through the airport. In fear, she reported Farley’s activity, and obtained the support and security of airline officials.”
One of the three former patients included in the criminal case appeared in court Wednesday.
She read a letter out loud before the judge made the decision to reduce Farley’s bail.
Identified only as LV, she called Farley a “manipulator.”
“He uses kindness as a weapon and trust as a doorway,” LV said. “As a child I adored him. He used my trust to gain access to my body, and to violate my safety in ways that have shaped the rest of my life.”
