Every school day for the past five months, in the final few minutes of quiet before hundreds of chattering, hungry teenagers were released from their last class of the morning, Angel Mendez dragged a folding table and chair to the edge of the cafeteria at Reynolds High School.
He wasn’t serving any food. But a loosey-goosey line of impatient students formed almost immediately at his station.
