Rep. April Dobson, D-Happy Valley, studies with her daughter, Phoebe Dobson, a ninth grader at Adrienne C. Nelson High School, at their home in Happy Valley, Ore. Dobson, who also sits on the North Clackamas School Board, said Oregon needs to prioritize instructional time, and consider ending rules that allow school districts to count caregiver-teacher conferences and professional development as instructional time.

Students in some Portland-area districts get five weeks more time in class every year than others who live only a few miles away but are enrolled in different school systems, a new analysis by The Oregonian/OregonLive has found.
