Description

City Hall has tried to signal Portland is open for business by waiving development fees for three years and working to streamline its infamously byzantine permitting system. A downtown Portland apartment window glows on Nov. 19, 2025.

Portland approved building permits last year for the fewest new homes since just after the Great Recession, new data shows, dragged down by plummeting apartment construction.
