City of North Bend release - NORTH BEND, Ore — The City of North Bend has announced that Maycie Jaehnig, the City’s Recorder and Human Resources manager, has been selected to receive a James B. (Jim) Tinnin Online Education Scholarship through the IIMC Foundation for calendar year 2026.  “Maycie’s selection is a significant professional achievement,” said North Bend City Manager David Milliron. “According to the IIMC Foundation’s notification, she is one of only 78 recipients internationally to receive this training scholarship for 2026. That kind of recognition reflects both the standards of the profession and the quality of service she provides to the North Bend community.”  The IIMC Foundation is the nonprofit, tax-exempt partner organization of the International Institute of Municipal Clerks, established to raise funds that support the training and education of municipal clerks. The Jim Tinnin scholarship program supports eligible IIMC members by helping cover registration costs for approved online learning opportunities.  Why the City Recorder role matters in Oregon - In Oregon cities, the City Recorder (often also referred to as the municipal clerk) plays a central role in open, accountable local government. State law governing certain city structures describes the recorder’s duty to keep a journal of city council proceedings and perform additional duties required by law and local ordinances. Across the state, the position commonly serves as the official custodian of records, the clerk for council meetings, and a key administrator for public-facing transparency and compliance functions—though exact duties vary by city.  Oregon’s public meetings requirements also place real operational importance on this work: public bodies must keep a record of meetings, and meeting minutes must capture motions, votes, and the substance of discussion. In many cities, the recorder is also responsible for meeting noticing and related procedural requirements.  “People often see the City Recorder’s work in the final product—accurate minutes, properly adopted ordinances, well-run elections processes, and timely public records responses,” Milliron said. “But behind the scenes, it is highly technical, deadline-driven work that directly affects public trust.”  Maycie’s dual role in North Bend - In North Bend, Maycie’s portfolio includes not only core City Recorder responsibilities—supporting council operations and maintaining official records—but also managing the City’s Human Resources function.  “Maycie’s role is unique in that it sits at the intersection of transparency and internal service,” Milliron said. “She supports the public’s access to information and the City Council’s formal actions, while also leading Human Resources work that helps recruit, support, and retain the employees who deliver day-to-day City services.”  City officials said the scholarship will support Maycie’s continuing education through IIMC’s online learning opportunities during 2026, strengthening professional development in an area that is essential to effective local governance.
