Multnomah County Chair Jessica Vega Pederson’s defense of her infrequent use of a personal email account for government business does not explain why she would communicate with staffers over personal email instead of the county system, the editorial board writes.

Even in governmental agencies that genuinely value transparency, the release of public records can be painfully slow. The scope of a query, the sensitivity of the information and an agency’s staffing can all drag out the timeline for fulfilling requests for public documents.
