A new program evaluating the effectiveness of legislation shows promise and signals a good step forward for accountability and oversight, the editorial board writes. But for this to amount to anything, legislators must be willing to turn such scrutiny on their most controversial and consequential bills.

Legislators love to tell their constituents about all the bills that they successfully championed. They don’t, however, follow up as enthusiastically on the other half of the story: Did the legislation they passed actually work?
