The failure of the Legislature to pass a transportation funding package is triggering the layoffs of hundreds of workers at the Oregon Department of Transportation and forcing local governments to size up their own possible cuts, the editorial board writes.

The big priority for this year’s legislative session was finding new funding to help state, local and public transit agencies patch the gaping holes in their roads and budgets. Legislators knew the stakes. They had spent months crisscrossing Oregon and hearing from residents about economic, safety and basic mobility concerns. With Democrats wielding a supermajority, it seemed a foregone conclusion that new revenue was on the way.
