With so many needs and general fund revenues stalling, city leaders should put a new measure on the November ballot that expressly asks voters to authorize using Clean Energy Fund dollars for police, parks and other public services.

Portland city councilors twisted themselves into knots last week as they, once again, tried to scrape together money to save jobs or extend programs on the chopping block in next year’s budget.
