Directors at 2 of Portland’s largest bureaus to depart amid bureaucratic shakeups, uncertainty

Edward Campbell, the city’s interim Water Bureau director, and Dawn Uchiyama, head of the Bureau of Environmental Services, have each spent about 25 years working in city government.

A pair of Portland bureau directors who collectively oversee more than 1,300 employees and more than a third of the city’s $8.2 billion budget will depart next month, officials said Tuesday.
