Washington County Chair Kathryn Harrington apologized Tuesday for leaving a county employee in tears earlier this month. Harrington said she had stepped back from some of her key duties as chair. “I no longer ask questions, including on budgets, as questions seem to scare some agency staff,” she said in a lengthy statement.
