‘Being held hostage’: Residents accuse Willamette Valley city of closing parks as leverage in funding fight

Fencing went up Monday, Aug. 24, 2026, at Independence's Riverview Park, which includes one of the city's emblematic fountains. The small Oregon city shuttered all five of its parks due to budget woes. Riverview has since reopened thanks to a grant.

The backlash arrived immediately.
