Near midnight Oct. 15, 2001, Joseph Dibee was among a group that cut fences to release the horses and set explosives around the U.S. Bureau of Land Management's wild horse corral near Litchfield, California, according to prosecutors.

A federal appellate court Tuesday upheld the $82,497 restitution amount that convicted eco-saboteur Joseph Dibee was ordered to pay for the damage caused by a fire he helped set at a wild horse corral in California.
