Federal officers deployed CS gas, flash grenades and less-lethal rounds outside the U.S. Immigration and Customs Enforcement building in Portland on June 14, 2025, after protesters formed a shield wall and broke a glass door with a stop sign. The confrontation, declared a riot by police, followed a citywide “No Kings” protest that drew thousands earlier in the day.

Portland elected leaders are facing calls to seize the levers of city bureaucracy and target U.S. Immigration and Customs Enforcement as local opposition to President Donald Trump’s deportation campaign continues to mount.
