Phillip Pollard moved into his own apartment after a year at the River District Navigation Center, which is expected to close at the end of the year. Pollard credits The River District Navigation Center for helping him get to this point.

Editor’s note: By the end of the year, Portland and Multnomah County will have 1,100 fewer shelter beds due to budget cuts necessitating the closure of 11 facilities.
