Officials took the 34 people who completed the program as a win, arguing that overcoming addiction is no easy task.

Multnomah County’s multimillion dollar program designed to keep people caught with hard drugs out of jail and direct them into addiction treatment or shelter has achieved a 16% success rate in its first three months, according to a quarterly report from the county.
