11/17/25 - Deputies arrest multiple impaired drivers, respond to crashes over the week
The Lane County Sheriff’s Office does not have a dedicated traffic team or deputy assigned to DUI enforcement due to lack of funding. However, our deputies are committed to the safety of our community, and that includes our roadways.

Deputies arrested several drivers for DUII over the week. Each of these cases could have ended tragically, as our deputies often see out on our roads.

On November 10th at about a half-hour past midnight, Lane County Sheriff’s deputies responded to a disorderly subject at a gas station in Creswell. When the first deputy arrived, the male, Andrew Randall Lukkasson-Huss, 31, of Vancouver, Washington, was preventing drivers from exiting a drive through at a nearby restaurant. Lukkasson fought attempts by the deputy to arrest him. One of the drivers helped the deputy gain control of Lukkasson until more deputies and Oregon State Troopers arrived. After additional investigation, deputies determined Lukkasson had driven to the location while intoxicated. He was arrested for DUII, Disorderly Conduct in the 2nd Degree, Criminal Trespass in the 2nd Degree, and Resisting Arrest.
On November 11th at 8:30 p.m., a deputy observed a vehicle unable to maintain it’s lane on Highway 126 and Huston Road, Veneta. The deputy initiated a traffic stop and observed the driver, Joshua Wayne Mustin, 30, of Veneta, was intoxicated. A passenger was also in the vehicle. After additional investigation, Mustin was arrested for DUII and Recklessly Endangering Another Person.
On November 12th at 2 a.m., deputies responded to a possible burglary on Row River Road, east of Cottage Grove. They contacted the suspect, Anthony Michael Cobiskey, 27, of Cottage Grove, in a vehicle nearby. While no burglary had occurred, deputies observed signs Cobisky was intoxicated. After additional investigation, Cobisky was arrested for DUII.
On November 14th at 4 p.m., deputies responded to a four-vehicle crash in the 2000 block of River Road. One of the vehicles, driven by Thomas William Carson, 66, of Eugene, had struck three other vehicles in an oncoming lane after veering across the roadway. Deputies observed signs Carson was impaired. After additional investigation, he was arrested for DUII, Reckless Driving, and Recklessly Endangering Another Person.
At 11 p.m., deputies responded to a single-vehicle crash with fire personnel on Siuslaw River Road, Milepost 43. Deputies observed signs the driver, Jesse James Irvin, 23, of Drain, was intoxicated. After additional investigation, deputies arrested Irvin for DUII.

Lane County Sheriff’s detectives arrest Eugene man during Internet Crimes Against Children (ICAC) investigation
On November 20th at about 7 a.m., Lane County Sheriff’s detectives served a search warrant at a residence in the 1900 block of Dogwood Drive in Eugene.
On November 21st, the suspect, Andrew Edmund Goble, 72, of Eugene, was arrested and lodged at the Lane County Jail on 10 counts of Encouraging Child Sex Abuse in the 1st Degree and 10 counts of Encouraging Child Sex Abuse in the 2nd Degree.
This search warrant stemmed from an investigation by the Lane County Internet Crimes Against Children (ICAC) Task Force, focusing on child exploitation.
The Lane County Sheriff’s Office received assistance during this investigation from the Lane County District Attorney’s Office, Homeland Security Investigations, and the Federal Bureau of Investigations.
This arrest is part of an ongoing effort by local, state, and federal law enforcement agencies to combat child exploitation and protect vulnerable members of our community. The investigation is ongoing, and no further details are available at this time.

Lowell man arrested after search of Lowell, pursuit in Washington State
On November 15th at 12:30 a.m., Lane County Sheriff’s deputies responded to a menacing that occurred in the 400 block of Carol Street, Lowell. It was reported that Marcquis Andrew Lee White, 33, of Lowell, had menaced several people with a handgun and then fled in a vehicle.
Deputies responded with an armored rescue vehicle, drone, and K9 to search for White. They located his vehicle crashed nearby with a firearm inside. An alert to remain indoors was sent to residents in the area out of an abundance of caution.
Later in the morning while deputies were still searching in the area, a nearby duck hunter fired from a shotgun, unrelated to the call. Deputies did not deploy flash bangs during the incident.
Detectives eventually determined the suspect had left the area, and an all-clear notification was sent to residents.
Washington State Police later located White in a vehicle west of Spokane and arrested him after a pursuit. He is currently facing charges in Washington related to that incident. Once those charges are adjudicated, if extradited to Oregon he will face the following charges:
- Robbery in the 1st Degree
- Strangulation
- Assault in the 4th Degree (Felony)
- Menacing
- Interfering with Making a Report
- Coercion

Meet our newest (and fluffiest) special deputy – Corporal Carlton!
I am proud to introduce the newest special deputy on our team: Corporal Carlton, a happy, fluffy goldendoodle. Corporal was sworn in with much fanfare today and got right to work.
Corporal joins the Sheriff’s Office as part of our staff health and wellness initiative. The program prioritizes the financial security, mental health, spiritual fulfillment, and physical health of our staff. In a profession where deputies, dispatchers, and corrections staff regularly encounter stressful and high-pressure situations, Corporal Carlton offers comfort, calm, and connection in a way only a dog can.
Trained as a comfort canine, Corporal will visit various divisions of the Sheriff’s Office, including patrol, dispatch, corrections, and administration. His role is simple but powerful – to bring a moment of peace, reduce stress, and remind our team that taking care of their own wellness is just as important as taking care of the community.
Corporal’s calm temperament and cheerful personality make him a natural fit for the job. He’s always ready with a wagging tail, a gentle nudge, or a warm cuddle. Beyond internal visits, Corporal will also make occasional appearances at community events, helping strengthen connections between the Sheriff’s Office and the people we serve.
Corporal Carlton also represents a legacy of selfless service through his namesake. Lane County Sheriff’s Deputy Carlton Smith laid down his life in service to our community on his first night as a solo patrol deputy, July 6th, 1965.
Corporal was donated by Working Dogs Oregon, a nonprofit organization dedicated to advancing the welfare and effectiveness of working dogs across the state. They provide fully-trained comfort, therapy, and patrol dogs to law enforcement, fire departments, and district attorneys across the state.

Missing mushroom picker from Oakridge found deceased after lengthy search
On November 19th at about 2 p.m., Lane County Sheriff’s Search & Rescue (SAR) located the body of Jean Fritz Pierre Louis, 76, of Oakridge, who went missing early last week in the Salmon Creek area east of Oakridge. Louis was located deceased in the bottom of a steep drainage, which required rope teams to access and recover him.
Volunteers and deputies devoted over 1,000 hours to the search for Louis, which began with an intensive search on October 16th after he was reported missing. His vehicle was quickly located in the area. Searchers began tackling the incredibly rugged terrain on foot and horseback and using drones, K9s, and high-angle rope teams to access difficult areas. Searchers rappelled into multiple areas to search. Linn County SAR assisted with the search and recovery, as well as Eugene Mountain Rescue, which operates under Lane County Sheriff’s SAR.
While not the outcome hoped for, we are thankful to our many dedicated volunteers and agency partners who continue to search for those missing in our county.Photos from Lane County Sheriff's Office's post

Mapleton man arrested for menacing with a knife
On November 18th at 7:30 a.m., Lane County Sheriff’s deputies responded to the business district in Mapleton along Highway 126 for a report of a man menacing people with a large knife. The man, identified as Thomas Lynn Jessop, 29, of Mapleton, pointed the knife at people and made threatening statements as he advanced towards them. Jessop was held at gunpoint by two individuals as deputies responded from Florence and Veneta.
Before deputies arrived, a bystander also sprayed Jessop with bear spray. He dropped the knife and removed his clothing. Jessop was cooperative with deputies as he was arrested, but his behavior then escalated. Medics sedated and transported him to an area hospital for evaluation and treatment.
Jessop was lodged at the Lane County Jail for three counts of Menacing, Unlawful Use of a Weapon, and Disorderly Conduct.
Thanks to the bystanders who took action to keep others safe, as well as Oregon State Police, Florence Police Department, and Western Lane Fire & EMS Authority for their assistance on this incident.

Lane County Sheriff’s deputy assaulted, strangled while checking on wellness of adult in custody
On November 9th at about 9:30 p.m., a Lane County Sheriff’s deputy assigned to the jail was conducting a routine security check of adults in custody (AICs). He noticed one AIC, Keviontae Damarion Burns, 22, of Eugene, was non-responsive. Concerned for his welfare, the deputy entered the cell to confirm he was breathing. Burns leapt up suddenly and choked, punched, and slammed the deputy’s head into a cell door, injuring the deputy.
Burns, who was in custody for multiple Eugene Municipal Court charges, was arrested on multiple charges related to the incident. The Lane County District Attorney’s Office filed on charges of Assault in the 2nd Degree, Strangulation, and Assault on a Public Safety Officer.
The deputy has since recovered and is back on duty.

Lane County Sheriff’s detectives arrest Eugene man during Internet Crimes Against Children (ICAC) investigation, evacuate apartment due to unrelated fire
On November 14th at about 9 a.m., a Lane County Sheriff’s detective was conducting surveillance for a search warrant at an apartment complex in the 1400 block of Bailey Hill Road, Eugene. The detective observed a fire in a first-floor apartment unit that quickly grew in size, breaking out an exterior window. The detective notified Dispatch and evacuated residents in the adjacent apartment units, preventing any injuries. Eugene Springfield Fire responded and extinguished the blaze.
Additional detectives responded and served the planned search warrant at an apartment in the same complex, unrelated to the fire. The suspect, James Michael Minton, 27, of Eugene, was contacted and arrested. Minton was lodged at the Lane County Jail on 3 counts of Encouraging Child Sex Abuse in the 1st Degree and 3 counts of Encouraging Child Sex Abuse in the 2nd Degree.
This search warrant stemmed from an investigation by the Lane County Internet Crimes Against Children (ICAC) Task Force, focusing on child exploitation.
The Lane County Sheriff’s Office received assistance during this investigation from the Oregon Department of Justice and the Federal Bureau of Investigations.

On November 4th just before midnight, a deputy observed a vehicle driving poorly and unable to maintain its lane in the area of E. Cloverdale Road and Emerald Parkway, Creswell. The deputy conducted a traffic stop and observed signs the driver, Hipolito Thomas Hernandes, 23, of Creswell, was impaired. After additional investigation, Hernandes was arrested for DUII.
On November 5th at about 2 a.m., a deputy observed a pickup with a switched license plate driving on E. 8th Avenue in downtown Eugene. The deputy initiated a traffic stop and observed signs the driver, Juan Ramon Lopez Brieno, 50, of Eugene, was impaired. After additional investigation, Lopez Brieno was arrested for DUII.
On November 6th at 1 a.m., a deputy observed a vehicle speeding over twice the speed limit through a 25 mile-per-hour zone in Creswell. The deputy conducted a traffic stop and observed signs the driver, Zachariah Devonn Kintzley, 32, of Creswell, was intoxicated. After additional investigation, Kintzley was arrested for DUII.
